A teenage girl stripped by peers, the footage shared across social media within minutes. AI-generated deepfake pornography targeting real women. These are not edge cases — they are symptoms of a systemic failure in which technology has outpaced law, institutions have failed to keep up with reality, and platforms continue to profit from harm. Tech-facilitated gender-based violence (TFGBV) is escalating while remaining chronically underreported, misunderstood, and dismissed — including by the very services meant to protect victims.


This panel brings together voices from research, frontline support, policy, and the tech industry to move the conversation beyond individual self-protection advice. We will examine the legal tools already at our disposal. We will diagnose a system in which police fail to respond, prosecutors drop cases, and platforms hide behind terms of service. And we will argue for a different frame entirely: the responsibility lies not with women to protect themselves, but with institutions to act, with platforms to be held accountable, and with all of us — as educators, advocates, parents, and professionals — to stop being passive witnesses and start demanding change.
